To document the impact of the recession and generate public support to keep all levels of government accountable by ensuring that the needs of those suffering from the effects of the recession are addressed and communities are strengthened.

Defining Recession

The Recession Relief Coalition believes that a real measure of a recession requires the use of a number of social and economic impacts to show what is lost by people living in our communities.
Social impacts include higher rates of unemployment, growth in the number of people on social assistance, increases in food bank use, increases in housing evictions and defaults and growth in use of homeless services such as shelters and drop-in centres.
Economic impacts include a decline in per capita income, and indicators such as an increase in personal debt and personal and business bankruptcies. 

What is a recession and who says it’s over?

Some news outlets and economists accept that “the recession is over” according to a formal economic definition that states that a recession is over when six months (two consecutive quarters) of negative economic growth as measured by GDP is followed by any level of positive   growth in GDP the following quarter. This measure doesn’t take people’s lives into account, especially those who have been in a state of upheaval as a result of the economic downturn and market bust beginning in fall 2008.

The Recession Relief Coalition believes that a real measure of a recession requires the inclusion of a number of factors including social impacts measured by what is lost by ordinary people living in our communities as well as a larger number of economic indicators. 

Social impacts include higher rates of unemployment, growth in people being forced onto social assistance, increases in food bank use, housing evictions and defaults, and growth in use of homeless services such as shelters and drop-ins. 

A real measure of a recession should also include broader economic measures including declining per capita incomes and productivity and indicators such as personal debt and increasing personal and business bankruptcies.

The Recession Relief Coalition

-Collects data and stories in coordination with community organizations to track the real and often hidden impact of the recession on all Canadians.

-Proposes economic and social policy reform to all levels of government and promotes increased investments in our social infrastructure to address the impacts from the changing economy

-Mobilizes community support for government action to meet the needs of those affected by the shrinking economy.

-Produces public education materials and reports to raise awareness of the human impact of the recession and the changing Canadian economy.

-And sponsors events such as rallies, community meetings and petitions to help citizens become actively involved.

 
 Background: The Looming Crisis

With a recession under way, the need for services provided by the front line agencies serving Canada’s most vulnerable will increase.

It is anticipated that all levels of government, faced with deficits and declining tax bases will cut spending. Social spending grants to agencies are not seen as core spending and are often the first things to be cut. In addition, Foundations and individuals, facing 30% plus hits to their equity portfolios are likely to cut back on charitable giving. Corporations facing layoffs, decreasing profitability and in many cases fighting for survival will likely cut back on charitable giving and philanthropic sponsorships.

At a time of increased demand and decreased revenues, many agencies will be very hard pressed to maintain service levels. Some agencies may be forced to lay off staff, cut programs and even close their doors creating greater crowding, demand and pressure on those remaining. At the same time, more and more people will require help.

The result will be an increase in the number of homeless men, women, children and families. There will be overcrowding in shelters, deteriorating health conditions and increased mortality. Increasing levels of extreme poverty will lead to higher costs to the healthcare system, criminal justice system and remedial social services.

What's happened so far



 Declaration

We call on the Federal Government to immediately create a Recession Relief Fund

which will include:

preventing spending cuts to public and private not for profit agencies serving vulnerable people including children, youth, families, immigrants, those who are homeless, un/under-employed, senior citizens, people who are disabled and those suffering from mental illness. (Some funding programs are set to expire March 31, 2009)

increasing funding to all HRSDC (Human Resources and Social Development Canada) and settlement programs, including doubling the existing level of funding being provided through the HPI (Homeless Partnerships Initiatives) program to supplement funding that is projected to be lost from private sector sources and increase funding levels as required.

In addition, we call upon the Federal Government to invest a portion of proposed infrastructure spending on social infrastructure by implementing a fully funded National Housing Program.

John S. G. Andras began his career in 1983 as an employee of Andras, Hatch and Hetherington.  He spent his first year of employment learning the administrative functions of the business including those of the stock cage, trading floor, and as an administrative assistant.  Mr. Andras apprenticed with his father Kenneth B. Andras and brother Ken W. Andras.  John and his brother Ken continue to work both independently and as a team and currently have a client base of over $250 million in assets under administration.  Mr. Andras is Executive Vice-President of Andras Group.  He is a shareholder and Senior Vice-President of Research Capital Corporation.

Mr. Andras has many interests outside of the financial business: he is Chair of the Recession Relief Coalition, Chair of SKETCH, Past President of The Rotary Club of Toronto(2003-2004); Past Chair of Home Aid Housing Corporation Limited, Past President/Director of the Greater Toronto Community Clearinghouse; co-founder of Project Warmth; co-founder of Project Water; co-founder Toronto Disaster Relief Committee, co-founder and Director of the Learning Support Council of Canada (LSC); Past Director of Chill Out; and past Director of Youth Employment Services.  Mr. Andras attended Upper Canada College and graduated from the University of Guelph in 1983.

John Stapleton

Indicators Committee

John Stapleton worked for the Ontario Government in the Ministry of Community and Social Services and its predecessors for 28 years in the areas of social assistance policy and operations. During his career, John was the senior policy advisor to the Social Assistance Review Committee and the Minister’s Advisory Group on New Legislation. His more recent government work concerned the implementation of the National Child Benefit.  

He is a Commissioner with the Ontario Soldiers’ Aid Commission and is a volunteer with St. Christopher House and Woodgreen Community Services of Toronto. John was Research Director for the Task Force on Modernizing Income Security for Working-Age Adults in Toronto and was the co-chair of the working group associated with this project. He is undertaking an Innovations Fellowship with the Metcalf Foundation. He teaches public policy and is a member of 25 in 5.
 

John has published op-eds in the Globe & Mail, National Post and the Toronto Star. He has written reviews for the Literary Review of Canada and written articles and studies for  Ideas that Matter, the Canadian Centre for Policy Alternatives, the C.D. Howe Institute, the Canadian Working Group on HIV and Rehabilitation, the Caledon Institute, The Toronto Dominion Financial Group, the Metcalf Foundation, Human Resources and Skills Development Canada, The Toronto City Summit Alliance and many others.  

John serves on the Board of Directors of the Daily Bread Food Bank and the Canadian Horseracing Hall of Fame.

Cathy Crowe

Cathy Crowe obtained her diploma in nursing from Toronto General Hospital in 1972, her Bachelor of Applied Arts in Nursing from Ryerson in 1985, and her Masters of Education (Sociology) from the Ontario Institute for Studies in Education in 1992. In June 2001 she received an Honorary Doctor of Science in Nursing from the University of Victoria in British Columbia.
Cathy has been a Street Nurse in downtown
Toronto and worked in the area of homelessness for over 15 years.  She prefers to be called a Street Nurse – a term coined about 15 years ago by a homeless man at the corner of Sherbourne and Dundas in downtown Toronto.  She points out that at that time there were only 4 or 5 street nurses in Toronto, perhaps even Canada, compared to probably 100 now, from Victoria to Halifax.  That in itself makes a powerful statement about the extent of homelessness in our country.
In October 2003 Cathy received an International Nursing Ethics Award in
Amsterdam. In January, 2004 she was awarded the Atkinson Charitable Foundation’s Economic Justice Award.

Not an accident. Not a problem. Homelessness is a political agenda.

Why else would there be so many homeless people in the richest country that ever existed on the face of this planet.

In the forties I was born.

In the fifties I was a student.

In the sixties I was a nomadic hippie.

In the seventies I was a millionaire and real estate broker.

In the eighties I was an owner of a recycling company with a 23000 square foot factory and a fleet of trucks.

In the nineties I was a homeless person.

In the new millennium I am a writer, social activist, webmaster, documentary video producer and photoArtist.

I have always chosen to be a free man.

Freedom is not automatic. If a person does not choose freedom and face the difficulties of that choice he will automatically become a slave to whatever political/economic system he lives under.

By choosing freedom, he will live his life as an outcast, despised and envied by the majority who lack the courage to choose freedom and/or the wisdom to recognize the choices.

Lynda Cheng

Outreach Volunteer

Lynda enjoys volunteering in the community and getting to know more people. She has volunteered at the 519 Community Centre, Nellie’s, the Distress Centres of Toronto, Out of the Cold, and the Toronto Public Library, as well as at various film and music festivals in the city. With the Recession Relief Coalition, she hopes to help organize people to effect change by reaching out to those who have been affected by the recession. She has obtained a Master of Arts in Psychology from York University and a diploma in Social Service Work from George Brown College. In addition to working with people, Lynda also enjoys working with insects; she is a member of the Toronto Entomologists’ Association.

Lynda is currently seeking employment in the Social Services field.

Angelina Irinici is a journalism student at Ryerson University. Originally from Saskatoon, SK., Angelina enjoys the performing arts, music and various athletics. She is always looking to meet new people and expand her network in Toronto. She enjoys volunteering and working with marginalized people and is always looking to make any difference that she can. Virginia Smith has worked with the Latin American Working Group, the United Church of Canada, and other organizations concerned about justice. She is a member of the Taproot Faith Community.  Virginia is the author of Reshaping the World for the 21st Century: Society and Growth and the co-author of Perpetuating Poverty: The Political Economy of Canadian Foreign Aid. Her articles have appeared in a number of publications, including The Toronto Citizen, Maclean’s, and the Toronto Star.

What is Project Winter Survival?

For the past 9 years, Project Winter Survival and our team of volunteers & donors have assembled and distributed over 10,000 winter survival kits. These kits provide warmth and essential supplies needed for the homeless and less fortunate to survive on the streets. These kits often make the difference between life and death.

Each year we have over 6000 requests for these life saving kits, from agencies that help these people directly, which we try to fulfill. Our goal this year is to assemble and distribute 2500 kits to over 90 front line agencies, which include the Red Cross, Salvation Army, local shelters and drop-in programs in the GTA. These agencies then distribute the kits to the most vulnerable people who are living on the streets.

Support the creation of a farm donation tax credit as an incentive for fresh, local food donations to benefit people facing hunger in Ontario. An estimated surplus of over 25 million pounds of fresh fruits and vegetables in Ontario that is currently tilled back into the soil or sent out for disposal could provide nutritious meals for 350,000 people forced to turn to food banks each month. It’s easy to help end hunger. Please make an immediate difference by signing the petition today during the final campaign week before it is presented to the Premier.
